本句是典型的议论文的开头，是表达两种截然对立的观点的句型。when it comes to…后面必须接名词或者动名词，表示“当提及/谈论…时”。如:recycling(回收利用)，banningfireworks(禁止燃放烟花爆竹)，market economy(市场经济)，human right(人权)，tradeprotection(贸易保护)等。本句型应当注意的是:后两个省略号处都有that，其后应接宾语从句，因此在替换的时候应当注意句子结构的完整性。
