21、to be rolled over=“被人翻来滚去”？
After the collapse of two big trade jamborees —— in riot-scarred Seattle in 1999 and in Cancun, Mexico, last September —— hopes for the so-called Doha round of world trade talks were not high. Launched in the Qatari capital in November 2001, in a post-September 11th mood of unity and determination, it was hailed as the "development round". Huge rich-country farm subsidies, which act as a drag on growth in poor countries, were to be top of the agenda. However, as some rich countries dug in their heels and poor countries showed that they were no longer prepared to be rolled over, that agenda ran aground.

2.to dig one's heels/toes in意为“站稳自己的脚跟（立场）；拒绝让步”。原译的“稳扎稳打，步步为营”不太准确。
3.roll over词典上的解释是“（使）翻身、（使）反侧、（使）打滚”，to be rolled over在这里虽是“被人翻来滚去”的意思，但这样译太直了，意思不明确，改为“任人摆布”好一些。
4. aground当副词用时通常和run搭配，to run aground是“（使）触礁、（使）搁浅、（计划等）受阻”的意思。例如：
Our plans for rebuilding have run aground, as the council has refused to allow the necessary money.理事会拒绝批给必要经费，我们的重建计划受阻。
