(4)For South Korea, the problem is a dilemma left over from a war ceased but never put to rest. For the two Koreas, acknowledging their agents' missions is ★tantamount[11] to an admission of armistice violations. Thus after decades of official denial, Seoul last year began a low-key program to compensate former agents. But it still refuses to disclose the number or identities of the agents, or what missions they were on.

Legislators, citing Defense Ministry data, have said that South Korea trained 13,000 armed agents between the beginning of the Korean War and 1994, and that 8,000 of them did not return from their missions. Since last year, 5,700 former agents or relatives have ★come forward[12], and 1,000 have already received compensation, according to the ministry.

"He said he would come back with big money," said Jo Yon Rip, 64, about her twin brother, Jo Gun Min, who disappeared in 1968. Later, the army sent a notice that the man was "killed in action" in an unidentified location.
