该报道中，petition 指a formally drawn request, often bearing the names of a number of those making the request, that is addressed to a person or group of persons in authority or power, soliciting some favor, right, mercy, or other benefit，一般译为“请愿，申请，祈求”或者“请愿书，陈情书”，比如：petition for divorce（离婚申请），petition for naturalization（入籍申请），petition for appeal（起诉状）等。petition也可以用作动词，表示“请求，向…请愿”的意思。
