根据规定，进出境旅客行李物品必须接受海关监管，旅客应按规定向海关申报。海关验放进出境旅客行李物品，以自用合理数量为原则，对不同类型的旅客行李物品规定不同的范围和征免税限量或限值。为了简化计税手续和方便纳税人，中国海关对进境旅客行李物品实施了专用税则、税率。现行税率共有五个税级：免税、20%、50%、100%、200%。
