The ship of state 政府，国家
『政府』（government）一词源于拉丁文gubinere和希腊文kuberan，意思是「指导或驾御」。这正是人们设想的政府的本质：驾御、指导或「统治」社会；其理由不外是由于没有了政府，生活将混乱得令人无法忍受（按照霍布斯的说法），或是因为有了政府，生活可以变得更加美好（根据亚里斯多德的见解）。简言之，政府以最终仲裁人的身分，解决各类冲突，决定谁得到什么，动员社会以完成个人所无法实现的工作。当柏拉图－－西方第一位伟大的政治哲学家－－把政府比喻为一艘大船时，他心目中想必已具备了这一形象。正如同一个舵手必须驾驶他的船舶穿越风暴和变化莫测的海域一样，一个政治家务必引导国家承受政治的、社会的和经济的狂风暴雨。自柏拉图的时代以后，已有无数作家和演讲者用「国家之船」（ship of state）的名言来描述政府的功能。
The ship of state is a famous and oft-cited metaphor put forth by Plato in book VI of ‘’Plato's Republic’’. It likens the governance of a city-state to the command of a naval vessel - and ultimately argues that the only men fit to be captain of this ship are philosopher kings, benevolent men with absolute power who have access to the Form of the Good.
