白宫提出新移民改革计划 (White House Creates New Immigration Reform Plan)

美国布什政府提出一项新移民改革计划，为非法移民创立一个客工计划，但同时对他们成为美国永久居民设立严格条件。这项计划将允许无证劳工申请3年的工作签证，称为Z签证。这类签证延期需要缴纳3500美元。

The Bush administration has devised a new immigration reform plan that would create a guest worker program for illegal immigrants, but with strong requirements for them to become permanent U.S. residents. The plan would allow undocumented workers to apply for three-year work visas, known as Z-visas, which would cost 35-hundred dollars to renew.

If they want to gain permanent residency, illegal immigrants would have to return to their native countries, then apply at a U.S. Embassy or consulate for re-entry and pay a 10-thousand-dollar fine. The Bush administration also wants to limit the number of relatives of legal immigrants granted entry into the United States.

Japan is installing its first advanced Patriot missile defense system at a military base near Tokyo. The launchers are being deployed Friday a year ahead of schedule and follows North Korean missile and nuclear tests last year.

The short range surface-to-air missiles would be used to protect metropolitan Tokyo if interceptors fired from U.S. or Japanese ships failed to knock down incoming missiles. More Patriot interceptors are scheduled to be installed at bases around Japan over the next few years.
