世界气象组织当天发表声明说，从去年冬季至今年3月下旬，北极地区上空臭氧损失大约40％，而此前同一时期最高损失比例为30％左右。

the problem is that these gases have a long life time in the atmosphere. they stay for decades. some of them have even a life time more than 100 years, so then you have the cold temperatures. that can then trigger ozone division.
