A fast-moving brush fire driven by 60-lo-70-mph winds erupted in the hills above Montecito in Santa Barbara County, burning at least 300 acres of land，forcing evacuations of luxury neighborhoods, destroying thousands of homes and injured 13 people，authorities said.
