[00:03.75]26. Speech by Commissioner of Customs and Excise at 2009 International Customs Day 
[00:12.33]The Honourable Financial Secretary, distinguished guests, ladies and gentlemen, 
[00:19.20]Each year, the Wor1d Customs Organisation dedicates International Customs Day to a special theme 
[00:25.57]to promote international Customs co-operation to tackle an issue of common concern. 
[00:33.56]This year, the theme is "Customs and the Environment: Protecting our Natural Heritage". 
[00:40.89]I think this is a very meaningful theme, 
[00:44.40]that not only reflects the growing concern of the international community about protecting our environment and our natural heritage, 
[00:52.69]but that also helps to highlight the increasingly diverse roles and responsibilities of customs officers today. 
[00:59.96]Traditionally, the main role of Customs is the col1ection of import 
[01:06.31]and excise duties and the prevention of smuggling and trafficking in drugs. 
[01:09.68]Since the 911 events, Customs administrations around the world have assumed an increasing role in the fight against terrorism. 
[01:18.91]At the same time, the fact that Customs is often seen by bona fide traders as a stumbling block to doing business means 
[01:27.59]that we have to play a key role in promoting economic growth through trade facilitation. 
[01:34.00]In Hong Kong, the versatility and resourcefulness of Customs officers are taken to such extremes 
[01:41.12]that we are not only responsible for performing our traditional duties as tax collector and smuggling and drug buster, 
[01:48.87]but we are also responsible for enforcement of intellectual property rights, 
[01:55.96]consumer products safety and acting as a tourist policeman to protect our Mainland tourists 
[02:00.99]and local consumers alike from being ripped off by unscrupulous traders. 
[02:06.30]The earth is the most valuable common asset that we have as human beings. 
[02:13.22]We owe our future generations a duty to protect the environment and our natural heritage. 
[02:17.30]Globalisation of trade and convenience of travel means customs officers 
[02:22.70]have to play a key role in stopping the smuggling of endangered fauna and flora 
[02:27.30]and the illegal trade in "environmentally sensitive" commodities such as ozone depleting substances, 
[02:36.97]hazardous and other waste, and chemical weapons. 
[02:41.95]It is the collective responsibility of the world community to protect the environment and our natural heritage. 
[02:47.97]Hong Kong Customs will continue to play its part 
[02:58.00]and our success in doing so would not have been possible without the help and co-operation given to us by our local and international counterparts, 
[03:02.43]other government departments and the business community, many of which are represented here this evening.
