[00:12.72]President Bush believes that open markets and a level playing field are vital to job creation and economic growth. 
[00:20.56]That is why the president rejects economic isolationism 
[00:25.13]and why this administration is continuing to aggressively engage with China. 
[00:30.26]Last week, along with Secretary of Labor Elaine.Chao, 
[00:34.95]I led the president's Export Council to China to advance economic engagement, 
[00:40.15]expand access for U.S. exports and address areas of trade concern.
[00:46.16]China is America's fastest-growing export market and our third-largest trading partner. 
[00:53.77]Two-way trade exceeds $190 billion and over the last three years American exports to China increased 76%. 
[01:05.37]But maintaining any relationship requires commitment and candor. 
[01:10.56]We are working closely with Chinese government to ensure 
[01:15.30]that trade takes place through open markets and on a level playing field. 
[01:20.85]Two months ago, the Bush administration hosted Chinese Vice Premier Wu Yi in Washington 
[01:27.75]for the Joint Commission on Commerce and Trade. 
[01:31.62]The meetings produced positive breakthroughs that will expand opportunities for U.S. businesses. 
[01:36.51]They also resolved seven potential World Trade Organization cases on high-technology products, 
[01:44.19]agriculture and intellectual-property protection. 
[01:48.93]These breakthroughs will expand opportunities for American workers and businesses. 
[01:53.84]While pursuing cooperation with China, 
[01:56.76]the Bush administration has not and will not hesitate to enforce America's trade laws. 
[02:03.81]We filed the first-ever WTO enforcement action against China, 
[02:09.00]for its discriminatory taxation of U.S. semiconductors. 
[02:13.17]We imposed the first safeguard actions against Chinese textile and apparel imports, 
[02:25.93]and roughly half of all U.S. antidumping cases filed in 2003 were against unfair Chinese imports. 
[02:28.23]However, while some would prefer to litigate for litigation's sake, 
[02:33.30]we are focused on achieving real results, in real time. 
[02:38.91]Earlier this year, the Bush administration declined to accept two petitions 
[02:44.26]that could have had a highly adverse impact on the Sino-U.S. trading relationship. 
[02:50.90]We did so, in part, because of a belief that dialogue with the Chinese government is the best chance to produce results.
