[00:11.81]Russia has indicated a new willingness to join with the international community [00:15.83]in pushing Syria to give up its chemical weapons, [00:19.27]which the Assad regime used in an attack that killed [00:21.98]more than 1,000 people on August 21. [00:25.43]I also asked Congress to postpone a vote on the use of military force [00:29.33]while we pursue this diplomatic path. [00:31.93]And that’s what we’re doing. [00:33.89]At my direction, Secretary of State Kerry is in discussions with his Russian counterpart. [00:38.76]But we’re making it clear that this can’t be a stalling tactic. [00:42.32]Any agreement needs to verify that the Assad regime and Russia [00:46.12]are keeping their commitments: [00:47.88]that means working to turn Syria’s chemical weapons over to international control [00:52.66]and ultimately destroying them. [00:55.26]This would allow us to achieve our goal [00:57.66]C deterring the Syrian regime from using chemical weapons, [01:00.70]degrading their ability to use them, [01:02.93]and making it clear to the world that we won’t tolerate their use. [01:07.69]We’ve seen indications of progress. [01:10.90]As recently as a week ago, [01:11.56]the Assad regime would not admit that it possessed chemical weapons. [01:15.50]Today, it does. [01:17.30]Syria has signaled a willingness to join with 189 other nations, [01:21.45]representing 98 percent of humanity, in abiding by an international agreement that prohibits the use of chemical weapons. [01:28.81]And Russia has staked its own credibility on supporting this outcome. [01:32.17]These are all positive developments. [01:34.33]We’ll keep working with the international community to see that Assad gives up his chemical weapons [01:38.47]so that they can be destroyed. [01:40.59]We will continue rallying support from allies around the world who agree on the need for action [01:45.27]to deter the use of chemical weapons in Syria. [01:48.29]And if current discussions produce a serious plan, [01:50.97]I’m prepared to move forward with it. [01:53.90]But we are not just going to take Russia and Assad’s word for it. [01:58.20]We need to see concrete actions to demonstrate that Assad is serious about giving up his chemical weapons. [02:03.56]And since this plan emerged only with a credible threat of U.S. military action, [02:08.13]we will maintain our military posture in the region [02:11.60]to keep the pressure on the Assad regime. [02:13.75]And if diplomacy fails, [02:15.19]the United States and the international community must remain prepared to act. [02:20.84]The use of chemical weapons anywhere in the world is an affront to human dignity [02:24.88]and a threat to the security of people everywhere. As I have said for weeks, [02:29.27]the international community must respond to this outrage. [02:32.84]A dictator must not be allowed to gas children [02:35.43]in their beds with impunity. [02:37.79]And we cannot risk poison gas becoming the new weapon of choice for [02:41.66]tyrants and terrorists the world over. [02:44.75]We have a duty to preserve a world free [02:46.77]from the fear of chemical weapons for our children. [02:49.46]But if there is any chance of achieving that goal without resorting to force, [02:53.80]then I believe we have a responsibility to pursue that path. [02:57.00]Thank you.
