[00:06.93]It’s the day a big part of the Affordable Care Act kicks in, [00:10.48]and tens of millions of Americans will finally have the same chance to buy quality, [00:15.41]affordable health care as everyone else. [00:18.30]It’s also the day that a group of far-right Republicans in Congress might choose to shut down the government [00:23.23]and potentially damage the economy just because they don’t like this law. [00:28.00]I’ll get to that in a second. But [00:29.91]first C here’s what the Affordable Care Act means for you. [00:33.78]If you’re one of the vast majority of Americans who already have health care, [00:39.80]you already have new benefits you didn’t before, [00:40.57]like free mammograms [00:42.10]and contraceptive care with no copay, [00:43.98]and discounts on prescription medicine for seniors. [00:47.43]You’ve already got new protections in place too, [00:49.74]like no more lifetime limits on your care, [00:52.27]no more discriminating against children with preexisting conditions like asthma, [00:56.10]or being able to stay on your parents’ plan until you turn 26. [01:00.91]That’s all in place and available to Americans with health insurance [01:04.46]right now. [01:05.66]If you don’t have health insurance, [01:07.51]or if you buy it on the individual market, then starting this Tuesday, October 1st, [01:12.00]you can visit HealthCare.gov to find what’s called the health insurance marketplace in your state. [01:18.69]This is a website where you can compare insurance plans, [01:21.82]side-by-side, [01:22.98]the same way you’d shop for a TV or a plane ticket. [01:26.10]You’ll see new choices and new competition. [01:28.93]Many of you will see cheaper prices, [01:31.33]and many of you will be eligible for tax credits [01:34.15]that bring down your costs even more. [01:36.89]Nearly 6 in 10 uninsured Americans [01:39.30]will be able to get coverage for $100 or less. [01:44.35]If you’re one of the up to half of Americans with a preexisting condition, [01:48.70]these new plans mean your insurer can no longer charge you more than anyone else. [01:52.33]They can’t charge women more than men for the same coverage. [01:56.30]And they take effect January 1st. [01:59.33]So get covered at HealthCare.gov. [02:01.91]And spread the word. [02:03.65]These marketplaces will be open for business on Tuesday, no matter what. [02:07.58]The Affordable Care Act is one of the most important things we’ve done as a country in decades [02:11.85]to strengthen economic security for the middle class [02:14.65]and all who strive to join the middle class. [02:17.70]And it is going to work. [02:18.79]That’s also one of the reasons it’s so disturbing that [02:21.37]Republicans in Congress are threatening [02:23.35]to shut down the government C [02:24.95]or worse C if I don’t agree to gut this law. [02:28.52]Congress has two responsibilities right now: [02:30.85]pass a budget on time, [02:32.38]and pay our bills on time. [02:34.70]If Congress doesn’t pass a budget by Monday [02:37.55]C the end of the fiscal year [02:39.50]C the government shuts down, [02:40.55]along with many vital services the American people depend on. [02:43.97]On Friday, [02:44.88]the Senate passed a bill to keep the government open. [02:48.50]But Republicans in the House have been more concerned with appeasing an extreme faction of their party [02:53.15]than working to pass a budget that creates new jobs or strengthens the middle class. [02:57.62]And in the next couple days, these Republicans will have to decide [03:00.59]whether to join the Senate and keep the government open, [03:03.64]or create a crisis that will hurt people for the sole purpose [03:07.10]of advancing their ideological agenda. [03:10.15]Past government shutdowns have disrupted the economy. [03:13.10]This shutdown would, too. [03:14.91]At a moment when our economy has steadily gained traction, [03:18.52]and our deficits have been falling faster than at any time in 60 years, [03:22.53]a shutdown would be a purely self-inflicted wound. [03:26.18]And that’s why many Republican Senators and Republican governors [03:29.73]have urged Republicans in the House of Representatives to knock it off, [03:33.78]pass a budget, and move on. [03:36.69]This brings me to the second responsibility Congress has. [03:40.68]Once they vote to keep the government open, [03:42.87]they must also vote within the next couple weeks [03:45.59]to allow the Treasury to pay the bills for the money that Congress has already spent. [03:50.94]Failure to meet this responsibility would be far more dangerous [03:53.89]than a government shutdown [03:55.54]C it would be an economic shutdown, [03:57.63]with impacts not just here, but around the world. [04:00.54]Unfortunately some Republicans have suggested that [04:02.83]unless I agree to an even longer list of demands [04:06.80]C not just gutting the health care law, but [04:08.16]things like cutting taxes for millionaires [04:10.28]or rolling back rules on big banks and polluters [04:13.26]they’ll push the button, [04:14.90]throwing America into default for the first time in history [04:18.39]and risk throwing us back into recession. [04:21.44]I will work with anyone [04:23.10]who wants to have a serious conservation about our economic future. [04:26.33]But I will not negotiate [04:28.70]over Congress’ responsibility [04:29.94]to pay the bills it has already racked up. [04:32.77]I don’t know how to be more clear about this: [04:35.52]no one gets to threaten the full faith and credit of the United States of America [04:39.95]just to extract ideological concessions. [04:42.96]No one gets to hurt our economy and millions [04:45.52]of innocent people just because there are a couple laws you don’t like. [04:50.20]It hasn’t been done in the past, [04:51.78]and we’re not going to start doing it now. [04:54.42]The American people have worked too hard [04:56.47]to recover from crisis [04:58.12]to see extremists in their Congress cause another one. [05:01.68]And every day this goes on [05:02.98]is another day that we can’t [05:04.61]continue the work of rebuilding the great American middle class. [05:08.19]Congress needs to pass a budget in time, [05:10.99]pay its bills on time, [05:13.20]and refocus on the everyday concerns [05:15.42]of the people who sent them there. [05:17.66]That’s what I’m focused on. [05:19.30]That’s what I’ll keep fighting for. [05:21.40]Thank you.
