[01:54.36]Here's the problem: If Congress doesn't act by the end of this summer, federal funding for transportation projects will run out.

[02:35.00]Now, the Republicans in Congress seem to have very different priorities.

[03:28.00]Three years ago, I took action without Congress to fast-track the permitting process for major projects.
