[00:01.30]Over the past week, the United States has continued to lead our friends and allies 
[00:05.30]in the strategy todegrade and ultimately destroy 
[00:08.61]the terrorist group known as ISIL. 
[00:10.85]As I’ve said before, ourintelligence community has not yet detected specific plots from these terrorists against America. 
[00:16.91]Right now, they pose a threat to the people of Iraq, Syria, and the broader Middle East. 
[00:22.32]But itsleaders have threatened America and our allies. 
[00:25.31]And if left unchecked, they could pose a growingthreat to the United States.
[00:30.13]So, last month, I gave the order for our military to begin taking targeted action against ISIL. 
[00:35.80]Sincethen, American pilots have flown more than 
[00:38.53]170 airstrikes against these terrorists in Iraq. 
[00:42.10]AndFrance has now joined us in these airstrikes.
[00:45.57]Going forward, we won’t hesitate to take action against these terrorists in Iraq or in Syria. 
[00:50.99]But thisis not America’s fight alone. 
[00:54.20]I won’t commit our troops to fighting another ground war in Iraq, orin Syria. 
[00:58.10]It’s more effective to use our capabilities to help 
[01:00.88]partners on the ground secure their owncountry’s futures. 
[01:04.70]We will use our air power. We will train and equip our partners. 
[01:08.32]We will adviseand we will assist. 
[01:10.76]And we’ll lead a broad coalition of nations who have a stake in this fight. 
[01:15.37]Thisisn’t America vs. ISIL. 
[01:17.38]This is the people of that region vs. ISIL. 
[01:20.58]It’s the world vs ISIL.
[01:23.34]We’ve been working to secure bipartisan support for this strategy here at home, 
[01:27.50]because I believethat we are strongest as a nation when the President and Congress work together. 
[01:31.39]We’ve beenconsulting closely with Congress. 
[01:33.59]And last week, Secretary of State Kerry, Secretary of DefenseHagel, 
[01:36.98]and military leaders worked to gain their support for our strategy.
[01:41.50]A majority of Democrats and a majority of Republicans in both the House and the Senate havenow approved a first, 
[01:46.35]key part of our strategy by wide margins. 
[01:49.33]hey’ve given our troops theauthority they need to train Syrian opposition fighters 
[01:53.24]so that they can fight ISIL in Syria. 
[01:56.36]Thosevotes sent a powerful signal to the world: 
[01:59.34]Americans are united in confronting this danger. 
[02:02.29]And Ihope Congress continues to make sure our troops get what they need to get the job done.
[02:07.40]Meanwhile, because we’re leading the right way, more nations are joining our coalition. 
[02:11.95]Over 40countries have offered to help the broad campaign against ISIL so far 
[02:16.22]C from training andequipment, to humanitarian relief, to flying combat missions.  
[02:21.70]And this week, at the United Nations,
[02:23.18]I’ll continue to rally the world against this threat.
[02:26.81]This is an effort that America has the unique ability to lead. 
[02:30.70]When the world is threatened; 
[02:32.23]whenthe world needs help; 
[02:33.77]it calls on America. And we call on our troops. 
[02:37.78]Whether it’s to degrade andultimately destroy a group of terrorists, 
[02:41.22]or to contain and combat a threat like the Ebola epidemicin Africa; 
[02:45.28]we ask a lot of our troops. 
[02:47.19]But while our politics may be divided at times, 
[02:49.72]the Americanpeople stand united around supporting our troops and their families. 
[02:54.98]This is a moment of Americanleadership. 
[02:57.30]Thanks to them, 
[02:58.21]it is a moment we will meet.
