终身制的公务员招聘制度，或将迎来一些新的转变。
本报从江苏省政府获悉，目前江苏省主管部门正在研究制定《江苏省聘任制公务员管理试点办法》(试行)，让一聘定终身的公务员制度，变成“合同工”。这份试行办法，江苏将有望在年内出台。
《公务员法》此前在政策上也为这一制度创新开了一道口。所谓聘任制公务员，是经省级以上主管部门批准，对不涉及国家秘密的专业性较强的职位和辅助性职位，可以按合同的方式聘用而产生，合同期一般1-5年，也就是说，公务员也可以是合同工。
事实上，聘任制公务员在广东一带较早有过试点，深圳在2007年开始试点，2010年1月起，深圳实行所有新进入行政机关的公务员一律实行聘任制，而今年和江苏同步试点聘任制公务员制度的，将有河南、四川、湖北等地。
“未来，这种制度对那些在其位不谋其政的公务员来说，应该会形成较大压力。”南京师范大学(微博)社会科学院一位教授表示，“一聘定终身”的公务员委任制度让退出机制形同虚设，“我们了解的信息是，5年里头，江苏省下课的公务员只有200多人。所以未来，“大家需要在自己的岗位上做出业绩来，证明自己能够得以继续聘用，这才是一个好的制度”。

Workers in "non-departmental public bodies" (sometimes called "QUANGOs") may also be classed as civil servants for the purpose of statistics and possibly for their terms and conditions. Collectively a state's civil servants form its Civil Service or Public Service.
