公务员拟定聘任制:了解公务员相关专有名词--热点事件学英语

终身制的公务员招聘制度,或将迎来一些新的转变。

本报从江苏省政府获悉,目前江苏省主管部门正在研究制定《江苏省聘任制公务员管理试点办法》(试行),让一聘定终身的公务员制度,变成“合同工”。这份试行办法,江苏将有望在年内出台。

《公务员法》此前在政策上也为这一制度创新开了一道口。所谓聘任制公务员,是经省级以上主管部门批准,对不涉及国家秘密的专业性较强的职位和辅助性职位,可以按合同的方式聘用而产生,合同期一般1-5年,也就是说,公务员也可以是合同工。

事实上,聘任制公务员在广东一带较早有过试点,深圳在2007年开始试点,2010年1月起,深圳实行所有新进入行政机关的公务员一律实行聘任制,而今年和江苏同步试点聘任制公务员制度的,将有河南、四川、湖北等地。

“未来,这种制度对那些在其位不谋其政的公务员来说,应该会形成较大压力。”南京师范大学(微博)社会科学院一位教授表示,“一聘定终身”的公务员委任制度让退出机制形同虚设,“我们了解的信息是,5年里头,江苏省下课的公务员只有200多人。所以未来,“大家需要在自己的岗位上做出业绩来,证明自己能够得以继续聘用,这才是一个好的制度”。
