Technology Report.It has been ten yearssince terroristsused hijacked airplanesto attack the United States.In the years since then,much has been doneto improve securityin the country.Intelligence sharingand cooperationbetween federal, stateand local government agenciesis said to be at an all-time high.There also have beenimprovements in airport security.But a new report saysthe United States is notas safe as should be.It says America"is not yet preparedfor a truly catastrophic disaster."The report is from the NationalSecurity Preparedness Groupat the Bipartisan Policy Center.The group is ledby former New Jersey governorThomas Kean and former congressmanLee Hamilton of Indiana.The two menalso led the 9-11 Commission.Congress asked the commissionto investigate the Septembereleventh attacks andto make proposals for guardingagainst future attacks.The new report noted thatnine of the reforms proposedby the commission have eitherbeen carried out ineffectivelyor completely ignored.Secretary of State Hillary Clintonspoke about the report.HILLARY CLINTON: "As the membersof the 9-11 Commissionrecently reported, a number oftheir major recommendationsremain unfulfilled.For example,much-needed radio frequencieshave not yet been allottedto first responders to allow themto communicate effectivelyin a crisis ... an issuethat I worked on for many yearsin the Senate and is long overduefor completion."The 9-11 Commission foundthat communication was a major issueduring the attacks ten years ago.Police, firefightersand medical crews had troubletalking to each otherbecause they were usingdifferent radio frequencies.Officials said this lack ofcommunication led toneedless loss of life.The commission said the governmentshould identify radio frequenciesthat would be used onlyfor emergency communications.However, this has yet to be done.The report praisedthe deployment of US-Visit,a biometric entry systemin the United States.Secretary Clinton saysthis new technology has helpedstrengthen America's security.HILLARY CLINTON: "We have emphasizedinnovation.For example,we are now using sophisticatednew biometric screening toolsto improve border securityand the visa process."The US-Visit systemuses digital fingerprintsand photographic imagesto identify peopleentering the United States.The report notes that a similar systemfor those leaving the countryhas yet to be established.It says such a systemmay have helped officialsfind two of the hijackersinvolved in the 9-11 attacks.And that's the VOA Special EnglishTechnology Report,written by June Simms.You can learn Englishand much more at 51voa.com.
