Originated from the phase of policy imposed on Japan by USA, the thesis analyses the influence on labor policy and labor management relation imposed by occupying policy of different periods, taking the issue and implementation of MacArthur’letter and Government Decree二0一as the turning point of Occupying Policy on Japan by USA, studies the forming background and process of Japanese labor legislature under system and regulation of occupied period, and discusses the relationship between the Occupying Policy on Japan by USA and restructure of Japanese labor management relation.

本文从美国对日占领政策的阶段性出发,分析不同时期占领政策对劳动政策及劳资关系的影响,以“麦克阿瑟书信”和“政令二0一”的发布实施作为美国对日劳动政策的转折点,考察占领体制下,日本劳动立法的形成背景和具体过程,探讨美国对日占领政策与日本劳资关系重组的关系。
